Add Payroll company preference to *Prevent Negative Time Off Balance* or not.
* Option will be disabled by default.
* If option is enabled, the system will:
- prevent user from entering hours carryover, earned, used, if it would result to negative balance on the Employee screen.
- prevent users from requesting hours that would exceed their remaining balance on Time Off Requests screen
- prevent editing hours of earnings that are linked to time offs if it would exceed the remaining balance on Process Pay Groups and Paycheck screens.
