*{color:#ff0000}Follow these steps to reproduct this issue. In the comments area, there are also specific steps for verifying if your fix works for this JIRA, and also does not break other existing RCs. {color}*
1. Use a backup copy of MCP 01 data ( [~rizza.castillo] please let Crisman know where to find it). Ensure this database has the fixes for MFT-1326, 1334, and 1336.
2. Run the attached sql script to add/modifiy some OR RCs. These changes to the OR Setup are NOT in any JIRA, because I am still testing them. So you should only run this script in your own test environment.
3. The script creates 5 new RCs, one of of them is Gas Report, "Sch 3 Gallons Imported Directly to Customer (to Bulk)", Type "Gasoline (to Bulk)". It should look like this. This RC uses the TRBulkInvoiceTax SP.

4. Run this RC for 9/19/2018, and it does not return any data. However, TR Load BoL 386818, 5225 gals should be included. There are other loads that are missing, but you can begin with this load.

Transaction Doesn't show in Schedule 3 - Gasoline (to Bulk) which Vendor location is not in OR State
