1. Create a Shipment through EDI
2. Generate pick list from Inventory Shipment staging
3. Generate Task and take partial quantity for one pallet
4. Take another partial pallet and generate SSCC label for one pallet
5. Complete the Load
Issue: System is sending 945 shipment feed
Expectation: System should not send 945 EDI feed without SSCC number
