*Description* : User does not want application to move the bonded pallet to any staging unit.
*Steps to reproduce* :
1. Receive a bonded sugar pallet
2. Go to Inventory view and select the pallet
3. Try to Move to production staging area.
*ISSUE:*
System allows user to move a bonded sugar to production stage area.
*Expection*
System should not allow to move a bonded sugar to production stage area.
