Description *Steps To Reproduce:*   Step 1: Go to Meter Billing > Meter Reading   Step 2: Create Meter Reading   Step 3: Make sure that the Current Reading will be less than or equal to 0   Step 4: Save   Step 5: Post   *Issue:*   Meter Reading was Posted   *Acceptance Criteria*   Meter Reading should not be Posted when there's a row that has a 0 or negative value in the Current Reading Field.     This issue relates to i21 Help Desk ticket.
