_Prerequisite: Company Confugration > Logistics > Weight Claims By Container is checked_
*Steps to Reproduce:*
1. Create several Inbound Load Shipments with containers then post. Do not create IR.
2. +Upgrade+ to any 21.2 build
3. Check the Pending Claims tab
*Issues:*
1. Pending Claim entries are created for the Load Shipments even though they are not received yet.
2. Pending Claim entries are being added even though Claimable Wt is zero, as well as when Franchise Percentage is not configured for the Contract Weight Terms
*Acceptance:*
Pending Claim entries for LS that are not received yet should not be generated upon upgrading.
If Weight Claims By Container is enabled, pending claim entries should only be created for Containers where Claimable Wt is not zero.
If Franchise Percentage is not configured for the contract Weight Terms, then it should not generate pending claim entries.

Expectation
System should create the data in the pending claim table only when franchise percentage is configured in the weight term config.
