Base Fuel Surchage rate saved in control file, defaults in to every load.
Fuel Surcharge rate can be changed on each load if desired.
On fill/used a second freight record was created for the rate percentage of the original freight.
EG: 200 freight cost with 10% surcharge would mean the total freight is 220, 200 + 20 surcharge.
We also allowed different surchage on the billed and paid freight options. So the customer or hauler may have none or different than the other.
In i21, an Other Charge item called Surcharge can be setup and calculated on the cost of a freight item. This feature should be explored so that gl entries can also be taken care of.
