Problem- User set up as admin did not have access to canned panels. Needed to have "Enable Administrator Rights" checked on the User Roles Panel even though the user had a Dashboard Role of Administrator on the User Security panel.

I believe this is now a bug as the permission checking should now be getting from Dashboard Role and not on the user Role. The changes on the way of checking permission is implemented on 14.3 and I think this one is overlooked.{color}"
