Steps:
# Use mcintosh DB.
# Open an IR with negative receipt quantities.
# Post IR if not posted.
# Click debit memo.
# Open debit memo, verify details.
# Go back to IR.
# Click the debit memo button again.
Issue; User was able to create debit memo again.

Acceptance: If IR has fully billed debit memo, disable debit memo button in IR.
