Steps:
1. Inventory > Inventory transfer > new
2. Enter location info as showing in screenshot in comments section
3. Enter item 2011 and quantity, 2012 and quantity and 48
4. Item 48 will not allow entries for the quantity
5. Reviewed item setup and all looks to be correct for the item, category, and locations
