*STEPS:* 1. Create Load Out Scale Ticket. 2. Distribute Ticket *ISSUE:* !pastedImage_d104851_0.png! *ACCEPTANCE:* Should be able to distribute load out scale ticket reqardless if the item discount is charge Entity or not.
