Steps:
1. In a new or existing item record, add UOM details.
2. Add a number with decimals, ex: 0.25, 2.2.
Issues:
1. Does not allow a number with decimals.
2. Tooltip validation message incorrect.
Acceptance Criteria:
1. Allow a number with decimals.
3. Default Unit Qty field to 0. With that, this validation is no longer needed.
