*Issue:*
When Scaling in grain with a distribution type of "Grain Bank" the IR is charging checkoff.
*Acceptance:*
Checkoff should only be charged when grain is sold not when it is put into storage.
This is an example for customer Versailles, distribution type Grain Bank but it is true for all storage,
