Description   Import Item - Lot Tracking was entered as 'NO' in csv and it cause issue in transactions. It made sub location manadatory in receipt thinking that lot tracking is enabled for the item.   Import works fine only if data is case sensitive. Data has to be exactly entered as 'No' in csv.   Try the case and see where the fix has to be made.
