Able to create multiple vouchers and payments for the same IR if the vouchers are not posted.
System should warn, the user or Voucher button has to be disabled once voucher is created.
Please check if IRs are shoeing in "Add Payable" button if the voucher is not posted.

Delete all duplicate vouchers created in company 99, 98 and 01
