'Terms Rate' can be selected only for Promotion Type 'Terms Discount'
When the Promotion Type = Terms Discount, and Discount By = Terms it would use Discount % from Terms.
If Promotion Type = Terms Discount, and Discount By = Amount, it would use Qty * Discount Amount to calculate Discount amount.
If Promotion Type = Terms Discount, and Discount By = Percentage, it would use Qty * Price * Discount Percentage to calculate Discount amount.
