Inventory Receipt - Accrue checkbox is checked from item setup

Description Steps:   1. Create an other charge item with setup of Accrue checkbox checked.   2. Create an Inventory Receipt and select that other charge item in the Charges & Invoice tab.   Issue: Accrue checkbox does not default to check.   Acceptance Criteria: Accrue checkbox should default to what is setup in the Item > Setup tab > Cost tab when the selected Other Charge is selected in Inventory Receipt.   !pastedImage_d45874_0.png!
