Text required to be typed before screenshot in details reply

Description When creating a reply in details, if the user pastes in a screenshot image, helpdesk does not recognize the image if there is no text typed in first. if no text appears first, this message appears:   !pastedImage_d42909_0.png! A screen shot should be allowed to be the first thing in the reply. This worked correctly in 15.2, but not 15.3
