HD Tickets created by customer being assigned to creator

Description In 15.2.0708, help desk tickets are being assigned to whomever created the ticket. This name is reflected on the ticket lists. If the user is an employee, their name is being populated into the Assigned To box on the ticket screen. If the user is a customer, the Assigned To box on the ticket screen is left blank.   Shot#1 is the ticket list. highlighted area is mostly customer names. Shot#2 is a ticket created by a customer. The assigned to box is left blank. #3 is a ticket created by me.
