Some HD Tickets created With No Assign To

Description Some Help Desk tickets have been created with no value in the assign to. The following is a query and list I ran against the database showing 10 tickets created as of 2015-04-01 that have no value in the intAssignedTo field. This has been happening under 15.1, but I am creating this ticket under 15.2 because Fortbooks is being updated to 15.2 tonight.
