Currently, the announcements display when you click on the Help Desk folder. We want to change that to have the announcements display as soon as you get logged into the system. Once a user clicks on a folder, the announcements will not display, but the user should be able to click on the Home icon and the announcement will display again.
The "do not display message again" should continue to work the same as before
