Eliminate "Save as Draft" option to the customer contact in Help Desk Details tab

Description Eliminate the "Save as Draft" option on the customer side. Only allow "Send" and "Cancel" option on customer side.   We are eliminating this because customers are accidentally hitting "save as draft" instead of "send". We are not getting any notification and cannot see the draft from the customer. Customers are getting upset because we are not responding to what they think was "sent".   We still want the "save as draft" for internal use.
