Quoted Hours does not display what I typed. Also, cannot increment with two place decimal

Description
I tried to type in 15.25 Quoted Hours and got something different each time !pastedImage_d33629_0.png! !pastedImage_d33629_1.png! and when I tried to back out the number, it showed different information then too
