Cannot create a new ticket when going to Create Ticket first

Description Customer cannot create a new ticket when they go to Create New ticket first thing. If they go to Ticket List and create a new ticket from there, it works fine. This is how the screen appears when they Create New ticket first. The edit box is split and the the ticket will never save   !pastedImage_d32023_0.png! NOTE: Customer is using Firefox
