Coworker will be able to view other coworker's time entries if tagged as such. 'Active' field as an indicator if user is an active employee and should log time entries.
Acceptance:
- Coworker who is tagged as 'can view other coworker's time entries' should be able to view other user's time entries
- If a user is an active user, there should be a tagging that indicates that he/she is active
