Broken JIRA links in Help Desk occur when someone moves the JIRA ticket from one module to another

Description When a JIRA ticket is created or linked to a Help Desk ticket everything works fine. However, if someone opens that JIRA ticket in JIRA and moves it to another module, JIRA will assign it a new ticket number/key.   In the example below, a JIRA ticket was created for Scale using SC-2518. However you can see it's now broken in Help Desk because it no longer existing. Someone moved that to Framework and a new key was assigned as FRM-8179.   We need a way to update the JIRA ticket number if someone does this.   !pastedImage_d133213_0.png|height=240,width=868!
