Issue with Hours reporting in Rough Cut Capacities

Description Issue - Hours in Rough Cut are always reported as hours for the person the ticket is assigned to, not the person who input the hours   Recreate:   In helpdesk ticket assigned to ANOTHER user, Add hours worked   !pastedImage_d119483_0.png|height=624,width=1048!   In Rough Cut Capacities:   Enter Ticket number - Hours show for person ticket is assigned to - not the person entering hours   !pastedImage_d119483_1.png|height=336,width=565!   Change who Help Desk ticket is assigned to... Hours in rough cut now show under that person   !pastedImage_d119483_2.png|height=676,width=839!   !pastedImage_d119483_3.png|height=354,width=637!   Acceptance:   Hours in Rough Cut Capacity report need to reflect the person who entered the hours
