Add a test utility for the testing of the discount schedule
* User would pick a Discount Table
* Select a Schedule
* Click on the Test tab
* display scale fields
* enter scale values for the item, location, weights and grades
* display total discount amount
The same scale functions will need to be called so that when testing it will behave exactly as the ticket management - scale screen would.
