storage effective/termation date needs better use

Description When we do tickets, transfers, etc... if we are changing storage schedules, the effective date and termination date are to be used by the SP to say if this storage type is a valid value.   eg: effective 9/15 termination 10/30 sched 2, sched 1 has no dates   ticket 1 bought in 9/1, only sched 1 shows for valid strorage schedeule   ticket 2 brought in 10/1, both sched 1 and 2 are ok.   ticket 3 brought in 11/1 only schedule 1 shows again.   if transferring, IF CHANGING schedules only, then vaildate must be in date ranges. EG: if I transfer from loc 1 to 2 keeping in open on schedule 1, I can't force them to change it, but if I try to change to sched 2 on december 1st, above states that is terminated as a schedule to put new grain on so I can't allow.     intent is "when can I apply this schedule to a ticket" eg I can't use 99 if it is 12/11 but if it is on 99 at 12/11, the thereafter rate (or whatever is setup) would be used. a better idea is if in a harvest, maybe I run a schedule 33 just for effective 9-1-15 to 11-1-15 with special rates so I would terminate the schedules (ability to be selected) on 11/2 and they have to use other schedules they can't use 33 anymore does that make sense?
