delete of a ticket can only be used on a ticket with a TMP ticket number (SCT-*)
once a ticket has a real number we must only allow void.
This is an audit requirement. The do a what is called a missing ticket report. EG: if my next ticket number is 11, I need to be able to show a report for all tickets 1-10. So we cannot allow delete, we void it making it visible for reporting.
