When there is a tax credit on the settlement report, the report does not show the total tax correctly nor on the Voucher Checkoff report.
Issue:
Example:
Settlement with Splits tax credit, ticket 1736. The total tax should be -13.82, the credit is not in the total.

On the Vouch Checkoff report, the same ticket is showing a deduction and a credit for the Splits tax credit.

The settlement has several scale tickets with this credit with this issue. I've attached the settlement report and voucher checkoff report.
