Post a 500 bushel settlement against contract #64569 and receive the following message.
Steps to Repro:
Create a priced contract
In contract cost tab set other charge cost > item cost.
Create scale ticket where distribution type is open storage/dp.
Then settle against contract.
Issue:

Was able to settle the storage if I removed the contract and entered a Spot price.
Acceptance:
# Settlement should still have a voucher but will not be posted due to the negative amount.
# Change error message to "Unable to post voucher. Voucher will have a negative amount."
