Once these are set up, from the menu, users should enter the search screen, not the scale station sign in directly.
If they click NEW from search screen, if no prior selection for scale station is saved (GRN-162) then open scale station dialog otherwise sign them in directly to the last saved scale station.
If they select a ticket, then the scale should open from the selected ticket to the correct station settings to open that ticket.
