This is happening because in Storage screen Gopi is filtering Item where the type is inventory and commodity is not null. But in Scale this filter is not handled.
1) if item type not inventory cannot be used on scale.
2) if item does not have a commodity cannot select any storage type.
3) if item isa commodity type must only allow storage types that this commodity has a valid storage schedule for.
