NOTE: REMOVE OFFSITE FLAG from the data base. Use offsite flag on screen for the spot to put in active type, no screen change is needed.

on screen control this check box, it is active by default.

when flag is set to unchecked it should not show up in list for new activity.
This means in storage maintenance, cannot add new storage records.
This means scale cannot select that storage type. (will create scale jira)
On storage type maintnance screen, if remove used but there is an issue with records using this storage type so it will not allow delete, must pop message "This storage type may not be removed due to existing records using this type. Stroage type %type% may be set to inactive."
This must not allow inactive if
1) can't be the default on any commodity (invnetory)

2) and can't be default deistribution on any ticket pool in scale.

NOTE: setting inactive does not change any existing storage records just cannot add new records under this type.
