Steps:
Create a purchase HTA contract.
Insert a contract sequence.
Save the contract.
Change sequence pricing from HTA to Priced.
Create a scale ticket where distribution type is Open Storage.
Go to storage and settle it against contract created.
Issue:
No voucher created upon posting settlement.
Acceptance:
Should generate voucher once storage already settled.

STR-4319 and STR-4323 are not creating vouchers after settlement is created.
Both settlements applied to Priced contract sequences and reduced the contract balances. Storage records were also reduced but the storage maintenance history does not show the creation of a voucher.
