When adding this framework when donig a new ticket, for now all tabs should be hidden.
prereq of grn-331 so we know if the ticket is "new" or done.
1) if brining up a new ticket hide the new tabs.
2) if brining up a finished ticket, hide the scales from the upper right since we would not be using live scale weights on a finished ticket.
