Prevent selection of scale tickets if Destination Weights/Grades is not Posted.
Today, if a Load Out ticket is created with a zero price and Destination Weight/Grades the Zero Price Ticket screen will be able to select it and price the ticket. This will create an invoice but the final weights and grades has not been Posted yet.
+Acceptance+:
Do not allow selection of a scale ticket that has not have the Dest Weights/Grades Posted.
