Issue:
* Contracts that have the status of Short Close, Canceled, and unconfirmed appear on the settlement sheet on the summary page.
* This is confusing to customers as it looks like they have a balance when it has actually been closed
* PAY-1066 in irely source
** settlement shows 3,000 of open contracts for soybeans, vendor only has 1000 that is open, 1000 cancelled and 1000 unconfirmed, short close also will show if vendor has a short closed contract
* Settlement report should consider contract status
