Scale ticket 11164 on settlement 90 is not calculating properly.

1. Create a scale ticket and distribute to Open storage
2. Settle the storage against two different contract with different cash price
3. Go to AP -> Voucher and verify all the details of voucher
4. Pay the voucher and print the check and settlement report
Issue: The Net Payable amount was not being calculated properly
Acceptance: Application should reflect correct Total, Discount and Net Payables in settlement report
