When settling storage to a contact with an Other Charge item that is set to Charge Entity, the charge is being added to the voucher instead of subtract. Settle Storage also quadrupled the inspeciton fee.

Contract 16 wtih other charge item of Off Portland SWW
Voucher BL-22 has quadrupled the inspection fee.
