Cash Management data failed to import!

Description Add a validation at the front of the import to say that those feilds can not be null and stop the import and notify the bank ids with the issue.     So before you even start the conversion - script - check the data and fail. I think there are some checks already in the process. Just add this one.     This issue relates to i21 Help Desk ticket.
