When you close a month you should not be able to close if there are unposted transactions in that month.
*Steps to recreate:*
* Create Journal entry as of 2-1-2014
* go to fiscal year and click close on the February General Ledger
* Period allows close - it should bring up the posting menu with transactions from February 2014 filtered down.
