*STEPS:*
1. Install i21_15.3.0916.459 and create new db.
2. Create new user
3.Login and add Account Groups under Liability Account Type.
Payroll Taxes Current
Payroll Deductions
Employer Liability
4. In Chart of Accounts screen, click New. CLick Imporr Primary toolbar button
5. Click Template and create New.
6. Import the attached Payroll Accounts.
7. Go back to Chart of Accounts screen, click New > Import Primary, Select the Template and select all the primary Accounts.
7. Hit the Add Selected toolbar button
