Category should be able to be changed in the primary account segment - there apperars to be an "isbuilt" column in the segment that prevents the category from being changed even if there are no accounts for the primary segment .
We should eliminate the is built column in tblGLAccountSegment and start checking to see if there are accounts with that segment in the chart of accounts - we should then change the logic in the change category function to see if there are any accounts using that segment.
