*Issue*
FRD's Trial Balance now creates dynamically retain earning amount and zero out Revenue and Expenses in GL based on date filter set in FRD. Thus, we no longer need the Closing of Fiscal Year process in the Fiscal Year screen.
*Acceptance Criteria*
When user clicks on Close, it should only mark the tblGLFiscalYear.ysnStatus = 1 and update the corresponding record in glfypmst.glfyp_closed_yn. No need to execute [uspGLPostFiscalYear]
