*ISSUE*
In Delta liquid, 02. I cannot change the Account Structure that is because there are default account template that was prepopulated during the deployment.
*Acceptance Criteria*
- Allow the Account Structure to be changed if there are no segments and COA created yet.
- Pad or remove extra 0 at the end of the template segment code once the Primary Code length structure is changed.
