1) If you have created no account ranges you should not be able to setup accounts
2) You should not be able to change account ranges if it creates issues
Test case:
* Asset account range is 1000 to 2000
** if you go to asset range and change it to 1000 to 1500
** and there are primary accounts already setup in the 1500 to 2000 range as assets
** this should not allow you to change the account range.
3) Validation of account ranges is not applicable when legacy integration is on
