A template is really just a recurring transaction - template was misnamed. We need to rename template recurring.
* Change the drop down
* Change the message to recurring can not be changed to another transaction type - when you open a template and try to change the type
* Remove the unapproved transaction type from transaction type.
* Remove recurring Journal screen
