Issue: The message "Sorry! You must add item on a folder." prompts when adding a new menu in a folder
*Steps* :
# Login as Installer user then open the Master Menu screen
# Create a new menu but leave the Type field blank > Save the changes
# Edit this newly added menu then assign Type = Folder. Save the changes
# Try to add a submenu/ child menu to the new folder.
*Acceptance* : Should be able to add the child menu
